Lightweight liveness check confirming the API is reachable.

/api/v1/monitoring/checkHealth

SOAP Equivalent: ACP_TestService. Returns HTTP 200 with a status payload when the service is up. Deep dependency checks (database, session) are exposed by the framework health-check endpoints.
